Feather Quills can be obtained from Pellier as a common item in his Chance Machine.
Two can be obtained from the main quests A Scientific Dilemma, if Lief's route is chosen, and Advanced Product Design With Pellier. Another can be obtained from the side quest Pellier's Marketing Venture.
Gifting[]
Feather Quill is the favorite birthday gift of the Book Owl.
