Ornate Mining Hat can be obtained from Thomas & Pascal as a common, uncommon, rare, or bonus prize in their Chance Machine.
One can be obtained from the side quest "Pascal's Missing Half" and another from "Goods to Market" if Pascal's path is chosen.
Gifting
Ornate Mining Hat has not been identified as any pet's favorite birthday gift.
